Definition: What is a DSC?

A Digital Signature Certificate (DSC) is an electronic form of identity credential issued by a licensed Certifying Authority (CA) in India. It establishes your identity in the digital world and allows you to sign electronic documents, just as a handwritten signature authenticates paper documents.

DSCs are issued under the Information Technology Act, 2000 and are legally valid for use on all government e-portals, courts, and electronic transactions in India. They are stored on a USB hardware token (pen drive-like device) and cannot be copied, ensuring security.

In simple terms: A Digital Signature Certificate proves that you are who you say you are when signing documents online โ€” just like a notarized signature on paper, but faster and digital.

Types of Digital Signature Certificates in India

As of 2023, the Controller of Certifying Authorities (CCA) recognises two main classes of DSC in India:

Class 3 DSC (Signing)

The most widely used DSC. A Class 3 DSC is used for signing electronic documents and forms on government portals. It is mandatory for GST filings, MCA21 company submissions, income tax audit reports, EPF claims, and virtually every government e-portal in India.

Class 3 DSC (Combo โ€” Signing + Encryption)

This type includes both signing and encryption capabilities. It is required for e-tender submissions (where encrypted bids are submitted), certain MCA portal transactions, and portals that require encrypted data transmission. Companies participating in government procurement must typically use a Combo DSC.

DGFT DSC

Issued exclusively for use on the DGFT (Directorate General of Foreign Trade) portal. Exporters and importers must use this specific type of DSC for IEC certificate issuance, export-import licensing, EPCG applications, and all foreign trade-related submissions. It cannot be used interchangeably with other portals.

Who Issues Digital Signature Certificates?

In India, only licensed Certifying Authorities (CAs) appointed by the Controller of Certifying Authorities (under MeitY) can issue DSCs. Major licensed CAs include:

  • eMudhra Limited โ€” one of the largest CAs in India
  • Capricorn Identity Services
  • NSDL e-Governance Infrastructure Limited
  • CDAC
  • SafeScrypt (Sify Technologies)

What is a DSC Used For?

Digital Signature Certificates are required for a wide range of compliance and business activities in India:

  • Filing GST returns (GSTR-1, GSTR-3B, GSTR-9) on the GST portal
  • Signing Income Tax Returns and audit reports (ITR, 3CB-3CD)
  • MCA/ROC filings โ€” DIR-3, AOC-4, MGT-7, PAS-3 and other company forms
  • Participating in e-tender portals โ€” GeM, CPPP, NIC, state government tender portals
  • EPFO and ESI portal filings
  • DGFT portal โ€” for exporters and importers
  • TS-RERA and other RERA portals for real estate developers
  • Patent filings on the IP India portal
  • Signing legal documents โ€” sale deeds, agreements, etc.

DSC Validity

DSCs are issued with a validity of 1 year, 2 years, or 3 years from the date of issuance. After expiry, the DSC cannot be used for signing. You must renew it or obtain a new one.

How is a DSC Different from e-Sign and OTP Verification?

Many government portals offer e-Sign (Aadhaar-based OTP signing) as an alternative to DSC. Here's the key difference:

  • DSC: Hardware token-based, offline signing, no internet dependency, suitable for bulk and repeated filings, mandatory for company filings and e-tenders.
  • e-Sign / OTP: Online, one-time verification via Aadhaar OTP, suitable for individual ITR verification, not accepted on all portals.

Companies, directors, and professionals who file regularly will almost always need a DSC โ€” OTP-based signing is not accepted on MCA, e-tender, and most high-stakes compliance portals.
